I only sign keys that I can reasonably trust. PGP provides levels of trust, and I use them as follows:
- 0x10 unknown: Unused.
- 0x11 none: The signee's identity must prove ownership of the key by decrypting data encrypted to it. If the signee is trying to associate his or her key with a non-internet residing identity, this non-internet residing identity must also be proven, for example by using state-issued identification cards. The signee does not need to have a signature policy, since signatures made by a 0x11 signee are ignored.
- 0x12 marginal: Same requirements as 0x11, except that the owner has a signature policy at least as strict as my own.
- 0x13 full: Same requirements as 0x11, except the signee does an extensive background check on every signature (professional signature authority).
